Ethical Considerations for Practicing Parliamentarians

All NAP and AIP members are expected to have a basic understanding of the Joint Code of Professional Responsibility. This responsibility is even higher for practicing parliamentarians who are providing service to the public and clients. This workshop examines the role and impact of ethics in the real world. Participants will discuss advanced scenarios and see how the code attempts to provide guidance when operating in the gray areas. (1.25 CEU-PR)

  • Helen McFadden, PRP

    Helen T. McFadden is retired from the practice of law in South Carolina after thirty-three years. She served as an attorney for the General Assembly of South Carolina, in which position she developed expertise in legislative parliamentary practice [1982-86]. She teaches parliamentary procedure to elected officials for the South Carolina County Association, South Carolina Municipal Association and other governmental organizations in South Carolina. She has served the Democratic National Committee and its Convention as parliamentarian since 1996. She is a Professional Registered Parliamentarian with the National Association of Parliamentarians (NAP), a Certified Parliamentarian with the American Institute of Parliamentarians (AIP), and a member of the American College of Parliamentary Lawyers.

    She has served two terms as chair of the Ethics Committee and served as General Counsel to NAP, 2018-2019, and special counsel to NAP from 2021 to 2023. She has been active in the Laura Legrand Unit of NAP since its founding. She has served four terms on the AIP Board of Directors and as editor of the Parliamentary Journal. She served as chair of the Board of Voter Registration in Williamsburg
    County from 1994 to 2014. Currently, she serves as secretary to the Williamsburg County Board of Voter Registration and Elections [from 2014 to current].

    Helen has served on the Board of Directors of the Pee Dee Coalition Against Domestic Violence for ten years; on the board of the Williamsburgh Historical Society for two years and on the Turbeville Children’s Home board and the Lions Vision Services Board since 2023. She is active in the Kingstree Lions Club and the Rutledge Book Club in Lake City. She has been active in working to enhance the digital economy for economic development in Williamsburg County, helping to create The Digital Lane.
